You can set recommendations in various locations in Magento 2. Note the order of these settings: if you set something in the product settings, this setting will have a higher priority than the two other settings. These settings will overwrite the category and general settings. The category settings overwrite the general settings.

General settings

Stores > Configuration > Catalog > Tweakwise > Recommendations

Category settings

Catalog > Categories > [category] > Tweakwise

 

Product settings (crosss/upsell only)

Catalog > Products > [product] > Tweakwise
