Visual Merchandising needs to be set up for each category. That also means that you need to set up multiple Visual Merchandising rules if your shop is multilingual. The Visual Merchandising for one shop may need to be set up differently for another. Besides, every product is unique in Tweakwise. So, if you have 5 different store views, the same product will appear in Tweakwise 5 times.

If you do want the same products appear on top in all shops, you can choose to create a Product list derived property. This is done based on SKU. This derived property can then be added to the sorting option so that the products will be pushed. Use the sorting option Formula order, and place the product list on the first position. This makes sure that the products will appear on top. If you use the Formula weighing sorting option, you could assign this property a high ranking value. However, this doesn't 100% guarantee that the products will be pushed to the top because of how that formula works.
